A high-level U.S. envoy on Wednesday said the Obama administration remains wary of taking any quick steps to establish routine diplomatic ties with Myanmar and lift related punitive economic measures, despite moves by the Southeast Asian nation to achieve substantive policy changes, Kyodo News reported.
