China Considers Joining PSI

China might join the U.S.-led Proliferation Security Initiative, an international effort to intercept WMD cargo at sea, a former White House official said Monday (see GSN, Nov. 13).

Beijing has so far resisted joining the program, but could begin participating as a way to pressure North Korea to curb its nuclear ambitions, said Michael Green, who until last year served as senior director for Asia on the National Security Council.

“Chinese scholars close to the government are increasingly saying China should participate in the PSI … because they need to send North Korea a signal and they need to deter North Korea from developing nuclear weapons,” said Green, now with the Center for Strategic and International Studies (Yonhap News Agency/Korea Times, Nov. 15).
