Russia:  Duma Defense Committee Supports Radar Agreement

The defense committee of the State Duma, the lower house of the Russian Parliament, has said it supports a proposal to lease the Habala radar facility in Azerbaijan, ITAR-Tass reported Tuesday (see GSN, Oct. 2).

The facility, which monitors airspace south of Russia, can identify ballistic missile launches in the southern hemisphere, including those from U.S. submarines in the Indian Ocean, according to ITAR-Tass.

Under an agreement with Azerbaijan that Russia has signed but not ratified, Russia would pay $7 million annually for the facility for 10 years plus an additional $31 million over five years for previous use from 1997 to 2001, ITAR-Tass reported (ITAR-Tass, Oct. 8 in FBIS-SOV, Oct. 8).
