U.S. Response: Congress Sends $393 Billion Authorization Bill to Bush The U.S. Congress has approved the 2003 defense authorization bill to allow $393 billion in Defense Department spending. The House of Representatives passed the bill Tuesday and the Senate voted for it on Wednesday, sending it to President George W. Bush for final approval (see GSN, June 28; Murray, Rogers, Wall Street Journal, Nov. 14).
