India: Nuclear Arsenal Should Be Naval-Based, Official Says India should deploy most of its nuclear arsenal on naval vessels, primarily submarines, Adm. Madhvendra Singh, chief of naval staff, said today (see GSN, Dec. 2). “At a conceptual level, any country that claims to be a nuclear weapon state and whose doctrine involves no-first-use must necessarily have a nuclear triad. And if you look around the world, the stronger leg of the triad is not only at sea, it is underwater,” Singh said. “It doesn’t make sense to keep nuclear weapons on land because you are targetable,” he added. The Indian Express reported yesterday that Russia recently agreed to lease India a nuclear-weapon-capable submarine. India is also interested in leasing nuclear-capable long-range maritime reconnaissance aircraft from Russia, according to the Hindu (Hindu, Dec. 3).
