Uzbekistan: Officials Agree to Move Highly Enriched Uranium to Russia The United States yesterday agreed to finance the transfer of highly enriched uranium reactor fuel from Uzbekistan to Russia. An implementation agreement signed by Uzbek Foreign Minister Adulaziz Kamilov and U.S. Energy Secretary Spencer Abraham calls for Uzbekistan to transfer the fuel from a research reactor and to convert the reactor to use low-enriched uranium fuel for future operations (United Press International, March 12). Uzbekistan has a single research reactor, located in Tashkent, according to an International Atomic Energy Agency database. The 10-megawatt light-water reactor is normally fueled with highly enriched uranium containing 5« kilograms of uranium-235 (IAEA database, March 13). The agreement is part of a U.S. nonproliferation strategy to increase the security of nuclear materials in Central Asia and to reduce the commercial use of highly enriched uranium (Energy Department release, March 12).
