Russia: Pak Finalizes Schedule for Udmurtia Disposal Plant Russia plans to build a chemical weapons disposal plant near two weapons storage facilities in the Udmurtia republic, Interfax reported yesterday (see GSN, April 3). Zinovy Pak, chief of the Russian Ammunition Agency, and local officials agreed to a construction schedule Wednesday. The first phase of the disposal plant is scheduled to be operational by the end of 2004 and the entire plant will be ready by 2006, according to Interfax. The new disposal plant, funded entirely by the Russian federal budget, is expected to cost $160 million, Interfax reported (see GSN, March 22). The two Udmurtia chemical arsenals in — Kizner and Kambarka — store 15,000 metric tons of munitions, according to Interfax. Russia will provide $10 million in 2003 for destroying those weapons, Pak said. Officials hope to finish disposing of chemical weapons at the planned plant, which is to be located near Kambarka, by 2008, Interfax reported (Interfax, April 11).
