中国支持国际原子能机构旨在加强现有保障监督体系的“93+2”计划。中国于1998年9月完成了与机构关于缔结此项议定书的谈判，机构
总干事与中国驻维也纳大使于当年12月31日签署了“中华人民共和国与国际原子能机构关于在中国实施保障的协定的附加议定书”。2002年3月28日，中国书面通知国际原子能机构已完成国内法律程序，该议定书对中国正式生效。
