China's Attitude Toward Counterproliferation

China views US counterproliferation policy--as contained in such documents as the 1993 Counterproliferation Initiative, 1994 Report on Nonproliferation and Counterproliferation Activities and Programs--as an unacceptable approach to address proliferation concerns. China is concerned about the implications to security of possible US military operations, including preemptive strikes against nuclear or other facilities related to the development of weapons of mass destruction (WMD). China is said to prefer "quiet diplomacy" to counterproliferation.
