Agreement of Intent on Cooperation Concerning Peaceful Uses of Nuclear Technology Between the Department of Energy of the United States of America and the State Planning Commission of the People's Republic of China

The Department of Energy (DOE) of the United States of America and the State Planning Commission (SPC) of the People's Republic of China (hereafter referred to as the "Parties");
Consistent with the objectives of the Agreement for Cooperation Between the Government of the United States of America and the Government of the People's Republic of China Concerning Peaceful Uses of Nuclear Energy, as signed on July 23, 1985;
Noting that China, in consideration of its domestic energy needs, the adjustment of its domestic energy structure, and the sustainable development of its national economy, wishes to accelerate at a moderate pace the development of its nuclear power sector;
Expressing their support for the safe, economic and efficient development of nuclear energy and construction of nuclear power plants in China, and wishing to promote mutually beneficial cooperation to serve these goals in accordance with the principles of openness, fairness and equity in choosing cooperation partners;
Desiring to exchange information and experience, and to strengthen bilateral technical cooperation; and
Recognizing the mutual benefits to be achieved by cooperation on peaceful nuclear activities;
Declare their intentions as follows:
1. To exchange technical information and to promote cooperative activities, including joint research and development projects leading to:
- current and advanced light water reactor technologies, including long-life fuel and clad materials; reactor and power plant safety, including severe accidents and accident management; plant monitoring and simulation; nuclear steam supply systems and their related component and system design, instrumentation and control; thermal hydraulics and systems analysis, architectural design and structural analysis; in-service inspection; power plant aging license extension; reactor decontamination and decommissiponing, including fuel treatment and storage; fissile material treatment, including material transpiration and shipping casks; irradiation technology and isotope production; and economic and environmental considerations.
- development and implementation of systems for export control of nuclear materials, equipment and technologies; nuclear materials control and accounting; physical protection of nuclear materials and nuclear facilities; and technology development for enhancement of international nuclear safeguards.
- such other areas of cooperation as may be included by agreement of the Parties.
2. The Parties shall enter into an agreement for nuclear-related cooperation that will govern actual cooperative activities.
3. The Parties may, in accordance with relevant agreed procedures, invite relevant entities within their respective countries to participate in these cooperative activities.
4. Cooperation may include the exchange of technical information, personnel, samples, materials, instruments, and equipment; training; the use by one Party of facilities owned or operated by the other Party; organization of, and participation in, seminars, studies and research and development projects; and such other specific forms of cooperation as may be mutually agreed to, in writing, by the Parties.
