Military Products Export Leading Group

The Military Products Export Leading Group (Junpin Chukou Lingdao Xiaozu), a supra-ministerial level coordinating body which oversees arms sales and sensitive exports, was created on 26 September 1989. The establishment of the group was prompted by Beijing's concerns over its weak export control system.
The group is under both the Central Military Commission (CMC) and the State Council. The group is made up of leaders from the CMC, PLA, COSTIND, the Ministry of Foreign Affairs, and former defense industry ministries. The group meets regularly at the CMC's General Office to discuss arms sales and sensitive exports and decides on disputed arms export issues.
According to Weixing Hu, the Group was established in November 1990. Hu states that "Exports of sensitive products such as missile components and technology, highly enriched uranium, and heavy water are treated as arms sales, while exports of most civilian nuclear materials, equipment, and technology do not reach the conference table of the Group and are decided at the ministerial level."
