Reply by Russia's Foreign Minister Igor Ivanov to a Question from Correspondents of a Number of Russian Media Outlets

Question: President Vladimir Putin of the Russian Federation stated yesterday that he had given instructions to the Foreign Ministry to continue active joint work with the United States and other interested countries to ensure international security. What concretely will the Foreign Ministry do in accordance with these instructions?
Answer: In accordance with the instruction given by the President of the Russian Federation Vladimir Putin the Russian Foreign Ministry, jointly with other interested ministries and agencies, is actively preparing for formal talks with the United States on START-3.
At the summit in Okinawa President Putin presented to President Clinton detailed proposals on the main directions of the talks on START-3. No doubt about it, the conclusion of START-3 is possible only if the 1972 ABM Treaty remains fully in force.
The Russian side is working consistently to promote the initiative to create a Global Missile Control System which would be a component part of the global regime of the non-proliferation of missiles and missile technologies.
We have outlined and are carrying out also a number of other measures to strengthen strategic stability in accordance with the statements made by the presidents of Russia and the United States after their meetings in Moscow and Okinawa.
Russia is maintaining an intensive dialogue on matters of strategic stability also with other interested countries, first of all nuclear ones.
This theme will be in the center of attention at the meetings of the President and Foreign Minister of Russia at the forthcoming Millennium Summit in New York and also during the President's forthcoming visit to Japan.
