Statement by President Vladimir Putin of the Russian Federation in Connection with the Decision of President Clinton of the United States not to Assume an Obligation to Deploy a National Missile Defense

Follows the text of a Statement by President Putin of the Russian Federation: "The decision of President Clinton of the United States not to assume obligations to deploy a system of national missile defense is seen in Russia as a thought-out and responsible step. I am sure it has been taken by President Clinton on the basis of profound analysis, after thorough reflection taking into account, among other things, the opinion of the allies and partners of the US. This step will undoubtedly strengthen strategic stability and security in the whole world, enhance the authority of the US in the eyes of the international community, especially on the eve of the Millennium Summit. This does not mean that Washington and Moscow have identical approaches to the problem of ABM. However, Russia is ready to continue to work actively jointly with the US and other interested states to ensure international security, including early progress toward agreements on further cuts of nuclear arsenals, improving the regimes of nuclear missile non-proliferation, and strengthening strategic stability by political means. I have already given corresponding instructions to the Ministry of Foreign Affairs and the Security Council of Russia."
