Decree of the President of the Russian Federation

On Amending and Supplementing the List of Dual-Purpose Goods and Technologies Subject to Export Control, Approved by Russian Federation Presidential Decree No. 1268 of 26 August 1996, "On Control of Exports from the Russian Federation of Dual-Purpose Goods and Technologies"

In order to ensure that the Russian Federation will meet its international obligations with respect to export control of conventional arms, dual-purpose goods and
technologies, and in accordance with Article 16 of the federal law "On State Regulation of Foreign Trade Activity," I decree:

1. Additions and Supplements to the List of Dual-Purpose Goods and Technologies Subject to Export Control, Approved by Russian Federation Presidential Decree No. 1268, dated 26 August 1996, entitled "On Control of Exports from the Russian Federation of Dual-Purpose Goods and Technologies (Sobraniye Zakonadatelstvo Rossiyskoy Federatsii 1996, No. 36, item 4197), are to be introduced in accordance with the Appendix.

2. This decree becomes effective three months from the day of its official publication.

Amendments and Supplements to the List of Dual-Purpose Goods Subject to Export Control

1. In Section 1:

Technical note

The samples for conducting absorption tests under the last subparagraph of the note to paragraph 1.3.1.1 must have the shape of a square with a side not less than five
wavelengths at the central frequency situated in the distant zone of an emitting element

2) with a tensile strength less than 7 x 106N/m2; and

3) with a compressive strength less than 14 x 106 N/m2

d) flat absorbers fabricated from sintered ferrite, having:

1) a specific weight greater than 4.4; and

2) a maximum working temperature 548 K (275øC)

Special note.

Magnetic materials for ensuring the absorption of waves, indicated in the note to paragraph 1.3.1.1, are not free from control if they are contained in paints;"

in paragraph 1.3.1.3.2 the word "Polypyrolle" is to be replaced by the word "Polypyrrole"

The delay time of the principal logic element is the delay time of signal passage through the principal logic element used in a monolithic integrated circuit. For a
family of monolithic integrated circuits it can be defined either as the delay time of signal passage in a typical basic element in this family or as the typical delay time
of signal passage in a principal element of this family (Category 3).

Special note.

A definition of the delay time of the principal logic element is given in order not to confuse it with the 'input-output' delay time of a composite monolithic integrated

Technical note.

The family consists of all possible integrated circuits having the following general characteristics relating to both the methodology of production and technical
conditions, in addition to the functional diagrams corresponding to them:

a) general architecture of data processing and software;

b) general development and processing technology; and
