Gore-Chernomyrdin Commission on Economic and Technological Cooperation
JOINT STATEMENT ON
CONTROL, ACCOUNTING, AND PHYSICAL PROTECTION
OF NUCLEAR MATERIALS

On the occasion of the sixth meeting of the U.S.­Russian Joint Commission on Economic and Technological Cooperation (The Gore­Chernomyrdin Commission) in Washington, D.C., on January 29­30, 1996, the Russian Federation Ministry of Atomic Energy and the United States Department of Energy reaffirmed their commitment to jointly cooperate to ensure the highest possible standards of nuclear material control, accounting, and physical protection in accordance with the Agreement on Control, Accounting & Physical Protection dated September 1993. The U.S. and Russian sides noted the progress that has been made in this area. The United States and Russia also agreed that improvements in materials control, accounting, and physical protection at nuclear facilities related to serial production activities is sensitive but important. They further agreed that in 1996 cooperation on nuclear material control, accounting, and physical protection will be expanded to the following facilities:

  • Novosibirsk Chemical Concentrates Plant
  • Beloyarsk NPP (NIKIET) Sverdlovsk Branch of Scientific Research and Design Institute of Power Technology
  • Khlopin Radium Institute
  • Beloyarsk NPP
  • Krasnoyarsk­26
  • Sverdlovsk­44

The parties agreed that a joint detailed action plan related to cooperation at these facilities will be completed by United States Department of Energy and the Russian Federation Ministry of Atomic Energy.
