They declared the resolve of their countries to cooperate actively and closely with each other, and also other interested states, for the purpose of preventing and reducing this threat. The Presidents agreed to establish a joint working group to consider steps to ensure the transparency and irreversibility of the process of reduction of nuclear weapons, including the possibility of putting a portion of fissionable materials under International Atomic Energy Agency safeguards. Particular attention would be given to materials released in the process of nuclear disarmament and step to ensure that these materials would not be used again for nuclear weapons. agreement, the Department of Energy and the Ministry of Atomic Energy of

weapons. In preparation for these inspections, technical experts will meet
to define the procedures for inspecting plutonium that has been removed
from nuclear weapons. An initial meeting of technical experts will be held
within two months from this date. The two sides intend to conclude an agreement
on the means of confirming the plutonium and highly enriched uranium inventories
