The following tables are based on official data exchanged between the parties
to the START I treaty. A START I Memorandum of Understanding (MOU) is produced
at the beginning and middle of each year, and is declassified three months
after the initial data exchange. Under the terms of the START I treaty
the main unit of account is the launcher: the missile silo, mobile launcher,
or bomber. Even after a missile is removed from the silo, that silo still
counts as a launcher for the type of missile for which it was designed,
and is counted in the MOU data. For START I purposes both the missile and
the warheads it carried will continue to be counted until the silo is destroyed,
the destroyed silo has been inspected, and a 90 day period after inspection
has elapsed. For more information, please see the explanation

NRDC RUSSIAN STRATEGIC STOCKPILE ESTIMATE END OF 1997
This estimate, by Robert Norris and William Arkin of the Natural Resources
Defense Council (NRDC), is based on START I data. The data have been corrected
by not counting missiles and bombers that have been withdrawn from service,
but which are still START accountable. Norris and Arkin also count ALCM-capable
bombers at their full loading, and thus the total number of air-delivered
warheads is higher than under the START I counting
rules. NRDC has also compiled a tables of US and Soviet/Russian force
