a Nuclear Accident--This convention requires state parties to notify the
affected States and the IAEA of nuclear accidents that could result in an
international transboundary radiation release that could affect the radiological

Vienna Convention on Civil
Liability for Nuclear Damage (INFCIRC/500)--This convention was adopted on
21 May 1963 under the auspices of IAEA and entered into force on 12 November
1977. The Convention establishes a regime of civil liability for nuclear
damage to third parties aimed at ensuring adequate compensation for nuclear

Protocol to Amend the Vienna
Convention on Civil Liability for Nuclear Damage--This protocol sets the
limit of the operator's liability, provides a better definition of nuclear
damage, and extends the geographical scope of the Vienna Convention and the time
limit during which claims may be brought for loss of life and personal injury.

Joint Protocol Relating to the

Joint Convention on the Safety of
Spent Fuel Management and on the Safety of Radioactive Waste Management--The
objectives of this convention are to ensure safety during spent fuel and
radioactive waste management through greater international cooperation, to
ensure that proper defenses against nuclear accidents are in place, to prevent
such accidents from taking place, and to ensure that proper procedures are
