Abstract:
On 16 June 2006, the U.S. National Nuclear Security Administration (NNSA) and Ukraine's State Nuclear Regulatory Committee signed an implementing agreement to protect radiological materials that can be used to make a "dirty" (radiological) bomb. Under the agreement, the United States will assist the Committee and other relevant agencies with strengthening the physical protection, control, and accounting of high risk sources of ionizing radiation (SIRs).

Ukraine will receive assistance in enhancing physical security of facilities that use SIRs, such as oncology clinics, research institutes, commercial and state industrial enterprises, as well as in provide secure transportation of SIRs within the country. The United States will also provide training and equipment for search and retrieval of orphaned radiological sources.

In May 2005, the United States and Ukraine signed an Implementing Arrangement to enhance the security of Ukraine's disused ionizing radiation sources. Under this Arrangement, NNSA and Ukraine's Ministry of Emergencies are engaged in projects to enhance physical security of storage facilities, which house radioactive sources .
