Abstract:
Customs officials at the port of Vladivostok, Russia, discovered that two
shipping containers carrying metallic ore had elevated background radiation
levels, Gzt.ru reported on 23 August 2007. The cargo, declared as "concentrated ore," emitted radiation at a
level that exceeded background levels by 20 times.[1] While initial reports
indicated that China was the source of the cargo, Komsomolskaya pravda
subsequently reported that the origin of the shipping containers, bound
for Kazakhstan, was Australia.[1]
The Vladivostok-based freight shipping company responsible for the containers
failed to present documentation giving them legal permission for the cargo to transit through
territory of the Russian Federation or documentation certifying the presence of elevated
ionizing radiation levels in the cargo.[1] Both containers were placed in a
special secured zone, far from industrial and administrative buildings, while a
special commission made up of officials from customs, emergency services, and
nuclear oversight agencies determined whether to send the containers back to
their place of origin or open a criminal investigation.[1,2]
