Abstract:
On 30 September 2007, Secretary of State Condoleezza Rice and Kyrgyz Foreign Minister Ednan
Karabayev signed the "Program of Cooperation between the Government of the
United States of America and the Government of the Kyrgyz Republic on Combating
the Smuggling of Nuclear and Radioactive Materials."
This agreement, a part of the U.S. government’s Nuclear Smuggling Outreach
Initiative, consists of 20 agreed steps and expresses the
intention of the governments to cooperate in increasing the capabilities of the
Kyrgyz Republic to prevent, detect, and respond effectively to attempts to
smuggle nuclear or radioactive materials. The United States stated that it was
willing to provide or find sources of assistance to the Kyrgyz Republic should
the country determine that it was not capable in carrying out some of the steps.
Kyrgyzstan is the fourth country to conclude an action plan on nuclear smuggling
