The July 18, 2005 bilateral agreement between Delhi and Washington could pave the way for the transfer of U.S. civilian nuclear technology to India, breaking a decades-old prohibition on such transfers to countries that don't accept international monitoring of all nuclear facilities. (See Global Security Newswire, "Bush Looks to Ease Restrictions and Offer Nuclear Cooperation to India," July 18, 2005.) Below are links to background materials on India's nuclear and missile programs and South Asian security issues.
