Other Names: Third Academy, Coastal Defense (Anti-Ship) Missile Academy, Cruise Missile Academy, China Haiying Company (CHC).

Haiying is one of seven design academies under the China Aerospace Science and Industry Corporation (CASIC). It was established in 1961, and is located in Yungang, in the southwestern suburbs of Beijing. Haiying employs 15,000 people (including 2,000 senior engineers and research fellows) in 10 institutes and two manufacturing plants in the production of cruise missiles.

Haiying conducts general research, design, development, and production of anti-ship and land-attack cruise missiles and associated systems. It has developed more than 20 types of cruise missiles. Haiying's products include winged missile weapon systems and ground equipment, automatic control equipment, propulsion systems, infrared and laser units, radar and electronic units, and computers.

Haiying was sanctioned in August 1993 as a subsidiary of CASC by the United States for its involvement in Chinese missile-related sales to Pakistan.

    Information, collection, analysis, and dissemination. Produces advocacy papers on cruise missile systems.
  • "8357th Research Institute"
    Control systems and onboard computer systems. 470 personnel; located in Tianjin.
  • "8358th Research Institute"
    Laser and infrared guidance. Publishes technical journal Infrared and Laser Engineering.
  • Beijing Hangxing Machine Building Factory, "239 Factory"
    General assembly of cruise missiles. Over 3000 personnel; located on Hepingli Street in Beijing; Director: Hu Zongyin.
  • Beijing Institute of Electromechanical Engineering, "33rd Research Institute"
    Cruise missile autopilot and inertial nav systems. Located in Yungang.
  • Beijing Institute of Precision Mechanical Systems Engineering, "3rd Design Department"
    Anti-ship/land attack cruise missile design and systems engineering; primarily responsible for development of the YJ-8 cruise missile. Over 1200 personnel; Director: Li Huiting.
  • Beijing Special Machinery (Tezhong Jixie) Institute, "8359th Research Institute"
    Cruise missile launching equipment (tube, air, etc). Russian exchanges.
  • Huahang Institute of Radio Measurement, "35th Research Institute"
    Controls import of software for developing CAD systems.
  • Power Machinery Research Institute, "31st Research Institute"
    Design, research and development of cruise missile propulsion systems. Over 1300 personnel; established in 1957; Director: Zhang Zhenjia.
  • Xinghang Electromechanical Factory, "159 Factory"
    Located in Yungang.
