Description: Numan was established in 1986 as a turn-key production facility for cluster bombs. Shortly thereafter, Numan worked with Muthana State Establishment and the Technical Research Center (the administrative head of the BW program) to develop CW and BW cluster bombs; several of the CW bombs were tested at Airfield 37 (see entry at Iraq BW Facilities). The facility was not inspected by the United Nations until 1994.
Numan was a relatively small workshop that was subordinate to the Nida Moulds Plant. It is responsible for the manufacture of all the mechanical parts—metallic and plastic—of the bomblets for the Ababil-50 and Ababil-100/Fateh cluster warhead (the warheads use the same bomblet). The site was capable of producing some 10,000 bomblets per month. Parts included the fragmentation body, the fuze, and the cone. In addition, Numan produced a variety of clamps and springs for the Al-Samoud missile. Civilian production included drip irrigation systems, plastic pipes, etc. It employed some 250 workers, of which perhaps 10 were engineers.
