Subordinate to: 5th Machine Industry Bureau (第5機械産業總局), Second Economic Committee (第2經濟委員會) for chemical weapons production; and probably the Ministry of Chemical Industry (化學工業省) and the Ministry of Light Industry (輕工業省) for civilian production. [Note: The Ministry of Chemical Industry is responsible for chemical production, and the Ministry of Light Industry is responsible for textiles and paper production; therefore, both ministries probably have ultimate administrative control over some of the complexs production assets.]
Size: Annual production capacity of 540,000 tons of fertilizer, herbicides, and pesticides per year
Primary Function: Production of civilian products including ammonia, as well as chlorine-based pesticides, probably DDT, chlordane, among others; possible production of CW agents including blister, choking, nerve, and riot-control agents.
