Subordinate to: 5th Machine Industry Bureau (第5機械産業總局), Second Economic Committee (第2經濟委員會) for chemical weapons production; and the Ministry of Chemical Industry (化學工業省) for civilian production
Size: Annual production capacity of 1.35 million tons
Primary Function: Production of civilian chemicals such sulfuric acid, nitric acid, ammonia, and fertilizer products; alleged production of produced choking agents (e.g., phosgene) and riot control agents (possibly CN or CS)
Description: There are reports that the Hamhŭng Chemical Factory is involved with CW activities, but its major products are not related to the manufacture of known CW agents. It is possible that this facility has been confused with another suspect facility, the Shinhŭng Chemical Complex (新興化學聯合企業所).
