This was part of a larger agreement to develop a plant to produce nitric fertilizers in Deyr ez-Zor and a phosphate fertilizers plant in Homs.[1]
The U.S. Geological Survey reported in 2001 that Bechtel Corp. and Makad International were planning to construct a 500,000t/year triple superphosphate plant near Palmyra, but construction has been delayed due to financial constraints. The phosphates for the plant would come from Khunaifis Mines.[2]
