Issue. India and Pakistan have engaged in numerous conflicts during
the last half century. Since 1989, the two countries have clashed over the disputed
state of Jammu and Kashmir. Nuclear tests by both countries in 1998 have increased
the risk that WMD will be used in future conflicts.
