North Korea reportedly began construction of the Kalgol-dong missile base in early 1999, and the base was still under construction as of March 2001. The Chosun Ilbo reports that Kalgol-dong is a base for Hwasŏng-6 (Scud-C) missiles; however, other reports suggest that the facility is only a "Scud missile" base.
