Eya Osamu, a Japanese journalist, quotes a North Korean defector named Ko Ch'ŏl Myŏng as having said there is a cruise missile base in P'yŏngsan-kun, North Hwanghae Province. However, Eya's report is unconfirmed, and South Korea's Ministry of Unification has no record of a North Korean defector named Ko Ch'ŏl Myŏng. Eya could have used a pseudonym for the defector, and it is possible that Eya's source confused this facility with the Scud missile base at T'ŏ'gol, Pyŏngsan-kun, North Hwanghae Province.
