The Sanam Industrial Group founded Sanam College in the mid-1990s to develop and build boosters and other components for long-range ballistic missiles in the Shahab series. [1] In the late 1990s, Iran sent dozens of students from Sanam College to Russia as part of the college's extensive cooperation with several Russian institutions, including the Baltic State University of Technology (BSUT) and the Zhukovsky Central Aero-Hydrodynamics Institute. [2] After the U.S. Congress imposed sanctions on Russia in response to its support for Iran's missile program, Russia halted the exchanges and expelled 22 Iranian students from various Russian universities. [3]
