Created in 1999 as a consulting body for Rosatom, the Institute of Strategic Stability (ISS) was staffed with former Minatom and Ministry of Defense officials– many of whom worked in the development and production of nuclear weapons and arms control negotiations.[1]
The ISS mission is to study problems of strategic stability, analyze military-political situations and the role of nuclear weapons in Russia's national security, and develop recommendations for industry leadership on how to maintain and increase the effectiveness of nuclear deterrence.[2]
