A terrorist group has constructed an IND from highly enriched uranium (HEU) smuggled out of a nuclear research laboratory in the former Soviet Union. They place the nuclear explosive on a fishing boat crewed by a well-trained team of suicide terrorists, which will transport the weapon to San Francisco Bay. Underneath the Bay Bridge, close to the support pillar at Pier 24, the terrorists detonate the weapon. Investigators will later determine that the yield of the explosion was about 10 kilotons-equal to 10,000 tons of TNT.
