Offers/Requests of Assistance

Japan has officially offered assistance through the 1540 Committee. According to the 1540 Committee’s webpage summarizing Japan's offer of assistance, "Japan is willing to provide assistance as appropriate in response to specific requests to states lacking the legal and regulatory infrastructures, implementation experience and/or resources for fulfilling the provisions."

Japan committed about US $200 million to the Global Partnership against the Spread of Weapons and Materials of Mass Destruction. Tokyo has also given financial assistance in the dismantlement of a Russian nuclear submarine. Japan established an independent Nuclear Regulatory Agency, and it also established US-Japan Nuclear Security Working Group in November 2010. In 2012 it contributed to the IAEA Nuclear Security Fund. Japan hosts the Asian Export Control Seminar annually to assist countries in enhancing their export control capabilities.

In 2009, Japan responded to an assistance request of the Democratic Republic of the Congo by implementing a program aimed at capacity-building of police personnel. See the United Nations 1540 Committee Website for more information on Assistance from Member States.
