Kiribati has officially requested assistance through the 1540 Committee, noting that Kiribati "welcomes any assistance that may be available to help it to implement this resolution, in particular in the areas of legislative drafting and border security." Official Reports

Kiribati made its first submission to the 1540 Committee on 1 May 2006. The submission clearly states that Kiribati does not provide any support to non-state actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use weapons of mass destruction or their means of delivery.
