An NTI commissioned report that grades current efforts and recommends new actions to more effectively prevent nuclear terrorism. Our May 2005 report finds that while the United States and other countries laid important foundations for an accelerated effort to prevent nuclear terrorism in the last year, sustained presidential leadership will be needed to win the race to lock down the world's nuclear stockpiles before terrorists and thieves can get to them.

Understanding
the Terrorism Threat

WMD terrorism is a threat to global security. In 2010 testimony, the U.S. director of national intelligence said that dozens of identified domestic and international terrorists and terrorist groups have expressed intent to obtain and use WMD in future acts of terrorism.
