Global Nuclear Policy Program (GNPP)

Francisco Alvarado serves as the intern with NTI’s Global Nuclear Policy Program (GNPP). He supports the program’s Global Nuclear Order project which aims to provide actionable recommendations to reduce nuclear tensions and build a new global architecture that can cope with emerging technologies and a fluid geopolitical environment.

Alvarado is a skilled policy professional with experience in all stages of the policy planning, implementation, and improvement cycle. A jack of all trades, he enjoys taking on new challenges and finding answers to the toughest questions. Francisco started his career in government with the City and County of San Francsico where he served as a community liaison, a performance analyst, and a pandemic response worker.

His interest in foreign affairs took him to the LBJ School of Public Affairs at UT Austin where he earned a Master of Public Affairs with concentrations in diplomacy and national security. His researched focused on the black and grey markets for nuclear technologies and materials, the use of the atomic bombs to end World War Two, and diffusing crises before they develop into armed conflict. While at the LBJ School, Francisco participated in the Border 2025: US-Mexico Environmental Program by serving as a consultant with the Mexican environmental ministry, tasked with benchmarking US and Mexican air quality regulations. He also conducted research into immigration along the US-Mexico border and democracy monitoring in Latin America. Francisco also holds a BA in Political Science from San Francisco State University and speaks Spanish.
