The Urgency of Action on the CTBT to Contribute to International Peace and Security  in an Increasingly Unstable World

What concrete actions can be taken to facilitate the entry into force of the Treaty nearly twenty years after its opening for signature?
 
How long will the non-testing norm hold absent entry into force?
 
Do we need an international crisis – a nuclear detonation — to act to bring the CTBT into force?
 
How can the NPT Review Conference, and its outcome advance this long sought goal?
