Horizon 2045 is a collaborative effort to reimagine global security and explore, test, and devise novel strategies for creating impact and ending the nuclear weapons era. Horizon 2045 has launched various workstreams with the goal of understanding the nuclear weapons system, creating an alternative framework for human and planetary security absent the devastating risk of nuclear war, and learning from successful efforts employed in adjacent risk spaces.

Legal Strategies: Horizon 2045 – with support from NTI – is leading an effort to examine new legal strategies to advance nuclear disarmament and the prohibition of nuclear weapons. The laws and norms that constrain nuclear weapons, with a handful of important exceptions, are either static or slowly decaying. In stark contrast, laws and norms related to the protection of the environment, climate, human rights, and public health have seen significant advances.

This effort will explore and replicate the legal strategies and tactics of other global issues which also cause harm to humans and the environment. For more details on the project, read this Primer.

One of the areas identified as potentially informative for nuclear weapons is intergenerational justice.  This is a growing area of legal scholarship and practice focused on the moral responsibilities between generations, including what present generations owe to both descendants and future generations. Horizon 2045 and NTI have produced a timeline of intergenerational justice, illustrating how, over time, this concept has variously emerged, or retreated, from some of our most foundational concepts and agreements.

Systems Map: Horizon 2045 developed an interactive nuclear weapon systems map to better understand the complex nature of the system and analysis of its core characteristics,  including the centers of power and authority, the inherent risks, and the impacts of the system.  The map can be used as a tool to discuss the system and identify potential opportunities to engage.
