Consultant for Monitoring and Evaluation Framework Development – Global Biological Policy and Programs (NTI | bio)

NTI Global Biological Policy and Programs (NTI | bio) is seeking an expert CONSULTANT to work with the team to shape and develop a mechanism to track implementation and impact of Africa Centres for Disease Control and Prevention’s (Africa CDC) Biosafety and Biosecurity Initiative (BBI). This is an exciting, short-term opportunity work with NTI | bio, Africa CDC, and other partners to advance biosafety and biosecurity capacity development across the African continent. The CONSULTANT must develop this mechanism in line with these terms of reference.

This Monitoring and Evaluation Framework will provide Africa CDC with a way to regularly and accurately report on progress made across all priority areas of the BBI, utilizing both existing and new reports, data, and publicly available information as available. The framework should incorporate inputs from countries across the continent, ensuring their engagement in this process, as well as inputs from donor entities (private and/or public). The product should also provide a high-level dashboard that is distilled from the more robust framework noted above that can be regularly updated via a website to publicly highlight progress to donors, partner countries, and organizations around the world. The CONSULTANT would not be responsible for coding/updating, which will be handled by others.

The CONSULTANT should have the ability to:

  • Develop a robust monitoring and evaluation framework to track implementation of existing and developing efforts to strengthen biosafety and biosecurity across the African continent under the leadership of Africa CDC. This must include a high-level dashboard for communication to political leadership.
  • Coordinate input among a small team of technical experts offered by Africa CDC as appropriate to ensure project goals and timelines are met.
  • Conduct consultations with relevant stakeholders to understand the specific project needs and necessary outputs, responding to needs in line with the scope of work. This will include trainings with relevant Africa CDC staff on how to operate and implement the framework and dashboard.
  • Regularly meet project goals and deadlines and provide regular communication to NTI | bio, Africa CDC, and other relevant parties.

There is no travel associated with this project and all work is expected to be done remotely.

The ideal candidate should have at minimum 3-5 years of experience in monitoring and evaluation, preferably working at the intersection of technical health security capacity building and policy development. Ideally, they should have a background working with partners across the African continent. A strong working knowledge of global biosafety and biosecurity efforts – including technical definitions and applications – is required.

This position is term-limited with the possibility of extension should the project require continuation. Expected project duration is six months and the CONSULTANT can work on other projects concurrently as long as milestones and timeline are not impacted.
