Congress plays a crucial role in all areas of U.S. foreign and national security policy, including addressing nuclear, biological, and emerging technology threats. NTI’s Government Relations (GR) program creates direct pathways for NTI’s unique expertise and innovation to inform policymaking.

Staffed by former legislative branch officials, the GR program generates and supports a continuous exchange with lawmakers and their staff on issues ranging from the role of AI in nuclear weapons systems and the potential resumption of explosive nuclear weapons testing to the need to strengthen U.S. policies on biotechnology governance, biosecurity, and pandemic preparedness. By leveraging engagements such as meetings with congressional leaders, rapid-response briefings, and consultations on legislative drafts, the GR program opens doors for productive conversations on some of the most pressing security issues of the day. In addition to supporting established leaders in the national security space, GR programming also builds up the next generation of congressional leaders on nuclear and biological security.

Among other lines of programming, GR has organized off-the-record expert briefings for congressional audiences on topics including:

  • Rebuilding U.S. nuclear energy competitiveness while preventing nuclear proliferation
