Why Regional Approaches Matter More Than Ever for Nuclear Security

For decades, much of the diplomatic effort around nuclear security has focused on global frameworks such as treaties, international organizations, and high-level summits and conferences. These institutions remain essential, but, increasingly, some of the most practical and forward-leaning work is happening closer to home at the regional level.

Recognizing this shift, over the past few years, NTI’s Global Dialogue on Nuclear Security Priorities has convened experts and officials in Africa, Asia, and Latin America to explore how strengthening regional cooperation can strengthen nuclear security. What has emerged is a clearer picture of why regional approaches are both complementary and indispensable to more broadly focused global efforts.

Responding to the reality on the ground

Nuclear security priorities vary among countries based on technological maturity, national and regional risks, and institutional capacity. National and regional culture impacts how nuclear security measures are implemented. A one-size-fits-all approach does not work.

Regional engagement allows for a more nuanced understanding of these differences. In East Asia, for example, Global Dialogue sessions have centered on rapidly evolving risks and threats. In parts of Africa, the focus has been more on strengthening implementation of existing international commitments and developing regulatory capacity in anticipation of new nuclear facilities. In Latin America, the group addressed regional coordination and workforce development.

These distinctions directly affect how nuclear security is practiced. Regional dialogues create space to speak candidly about these differences and tailor initiatives accordingly.

Building norms where formal processes stall

Advancing nuclear security worldwide has often relied on consensus-based institutions representing a wide range of interests. While these forums are valuable, they can also be slow-moving, especially in periods of geopolitical tension.

Regional platforms offer a nimbler pathway. They provide opportunities to advance shared norms and expectations outside of formal negotiating processes. In many cases, these discussions are more flexible, more cohesive, and better able to focus on practical outcomes allowing stakeholders to move forward on specific issues, even when broader agreement is elusive.

Regional platforms can also help backstop and bolster global institutions, ensuring that when progress at the global level slows, momentum is not lost entirely. Regional conversations can keep ideas moving, refine proposals, and build the political will needed to eventually translate them into broader action. Sometimes, narrowing even further to the subregional level is more helpful in addressing common nuclear security challenges, particularly where broader security issues have created divisions in a region.

This is particularly important for nuclear security, where threats continue to evolve. From emerging technologies to shifting geopolitical dynamics, the landscape is becoming more complex. Regional frameworks can help ensure that responses keep pace with these changes.

Generating innovation within regional institutions

One of the more underappreciated aspects of regional engagement is its potential to generate new ideas.

Regional institutions are often closer to relevant stakeholders and more responsive to emerging needs, which can make them fertile ground for innovation. A useful example is the African Nuclear-Weapon-Free Zone Treaty (Pelindaba Treaty), which prohibits attacks on nuclear facilities, an issue that has taken on renewed urgency in recent years.

This kind of innovation does not always originate in global forums. Often, it emerges from regional contexts where specific risks are more immediately felt and where there is both the incentive and the flexibility to address them.

Building communities and fostering champions

Nuclear security is ultimately implemented by people. Sustaining attention and commitment over time requires a community of dedicated experts and champions focused on strengthening policy and implementation.

Regional engagement helps build that community. It connects practitioners, regulators, and experts who might otherwise operate in isolation; it creates networks that can share best practices, provide peer support, and quickly respond collectively to emerging challenges.

Just as importantly, it helps identify and elevate individuals who can serve as champions for nuclear security within their own countries and beyond. These voices are critical. They bring credibility, drive regional change, and inspire others in a way that external actors cannot replicate.

Through the Global Dialogue, NTI has seen how these networks can amplify and promote recommendations and initiatives developed during individual meetings.

Moving from dialogue to action

Looking ahead, the Global Dialogue’s focus is on implementation—moving beyond identifying challenges to developing concrete action plans. Recent workshops have included efforts to:

  • Develop practical toolkits to support implementation of international treaties and commitments
  • Build political support for key nuclear security priorities
  • Leverage regional institutions more effectively as platforms for coordination and capacity-building.

This evolution reflects a growing recognition that regional engagement is about delivering tangible outcomes that can have broader impact.

Zooming out

By adding a layer of flexibility, responsiveness, and practicality, regional efforts complement the essential role that global institutions play in the nuclear security architecture. They help bridge the gap between global commitments and national implementation, sustain momentum when formal processes slow, and create the conditions for innovation and leadership to emerge.

In short, they result in a more comprehensive approach to nuclear security that makes the world safer and more secure.
