Russia has made great progress in developing a system of export controls on materials and technology related to weapons of mass destruction (WMD). Nevertheless, Russia continues to export nuclear reactors, nuclear fuel, equipment used in the production and testing of ballistic missiles, and dual-use materials and technology to countries of proliferation concern, particularly Iran and India. The possibility that Russian exports may contribute, directly or indirectly, to the proliferation of WMD or their delivery systems therefore remains a significant concern for the international nonproliferation regime. This section of the NIS Nuclear Profiles Database provides information on Russian exports of nuclear technology and materials as well as exports of ballistic missiles and related technology. The material is organized first by recipient country, next by general category (nuclear or missile), and then by more specific categories (nuclear materials, manufacturing and testing equipment, training and know-how, etc.). The reports, charts, and tables in this section were prepared by Fred Wehling except where otherwise indicated. Entries in this section are in part based upon data collected by the CNS Monitoring Proliferation Threats Database project, selected from the MPT Nuclear and Missile Abstracts Databases. While every reasonable effort has been made to check the information contained in this section of NIS Nuclear Profiles, CNS is not responsible for, and assumes no liability for, inaccuracies in the sources from which this information was compiled. While this section includes information on suspected transfers of nuclear and missile technology, it does not include reports on illegal trafficking in nuclear or radioactive materials. Abstracts on reported smuggling and trafficking incidents are chronicled in the NIS Nuclear Trafficking Database.
