The Netherlands participates in multilateral nuclear safety projects including the TACIS and PHARE programs. It has also spent ECU 4.9 million on IAEA projects and the EBRD Nuclear Safety Account as of 24 July 1996.[1] Additionally, on 18 December 1996, the Netherlands offered Russia assistance to help clear the backlog of some 10,000 nuclear weapons awaiting dismantlement.  These are non-strategic, short- and medium-range nuclear weapons including bombs, mines, and missiles. The Netherlands Prime Minister Kok signed an agreement with Russia in December 1996 committing 25 million guilders ($14.3 million) over three to five years that would potentially help Russia establish infrastructure around nuclear weapons destruction sites. There is also some modest assistance from the Netherlands to help destroy Russian chemical weapons.[2]
