This section of the database provides information on other programs of the
United States that have relevance to nonproliferation efforts in the former
Soviet Union. The Defense Enterprise Fund
is a venture capital fund incorporated in 1994 to assist conversion and
privatization of enterprises in the former Soviet Union. Though begun with
Cooperative
Threat Reduction (CTR) monies, the fund now relies on the private sector
for its funding. Another program that was originally funded in the United
States by the Department of Defense's CTR program is the International
Science and Technology Center. This program, now run by the State
Department, also attempts to redirect the work of former weapons scientists
to non-military applications. The ISTC is jointly sponsored by a number
of other countries around the world as well. The Gore-Primakov (Gore-Chernomyrdin)
Commission was a bilateral commission of the United States and Russia.
Its formal name was the US-Russian Joint Commission on Economic and Technological
Cooperation, and it aimed to address a number of issues and concerns including
