Rosenergoatom is a federal unitary enterprise that was originally created as an association in 1992, when it inherited the responsibilities of Minatom's 27th directorate in overseeing the operation and construction of nuclear power plants.  All ten civilian NPPs in Russia are under its jurisdiction.  The Leningrad NPP, which was privatized in 1992, was subordinated to Rosenergoatom on 8 September 2001, in accordance with Russian Federation Government decree No. 1207-p of 1 April 2002, which also transformed Rosenergoatom into a generating company. The South Urals NPP, which is considered a military installation, falls under a different branch of Minatom.  Rosenergoatom has full departmental status within Minatom and comprises a number of enterprises and organizations (see below). CRISIS CENTER
The Crisis Center is Rosenergoatom's main information and monitoring bureau, tasked with emergency prevention and management. It is located at the All-Russian Scientific Research Institute for Nuclear Power Plant Operation (VNIIAES).
