North Korea reportedly planned that the missile base at Wŏnsan be capable of handling missiles that can strike U.S. military bases in Japan and Guam, which implies the base could launch Nodong and/or Paektusan-1 missiles. This facility was still under construction as of July 2001. According to defector Im Yŏng Sŏn, this facility is a long-range missile launch base. There is some speculation that Wŏnsan missile base is an underground Nodong base.
