On 30 December 1997, China and Russia signed a contract to jointly build the Tianwan Nuclear Power Plant. The original cost of the project was estimated at US $2.5 billion but the total cost approached US $3.2 billion, with China paying $1.8 billion of this. [1] The first phase installed two Russian VVER-91 1,000 MWe pressurized water reactors and was completed in 2007 with the help of Russian nuclear power equipment exporter Atomstroyexport. Tianwan’s Phase II includes plans for the construction of Units 3 and 4, which will feature the V-428 version of the VVER-1000 reactor. [2] Phase II will also be completed by Atomstroyexport and is scheduled to break ground in late 2012. [3] In 2009, Phase III received preliminary approval from the National Development and Reform Commission (NDRC), which includes the construction of Units 5 and 6. [4] In 2011, China Nuclear Power Engineering Co. (CNPE) and CNNC Jiangsu Nuclear Power Co. signed a contract for the construction of the two units. [5] In 2012, Jiangsu province and its relevant agencies began prep work for the construction Phase III. [6]

TVEL, the fuel company arm of Russia's Rosatom, has supplied Tianwan with fuel since its construction, but was only originally scheduled to deliver fuel for the first three fuel replacement cycles. However, in 2010 TVEL signed a $500M contract with Jiangsu Nuclear Power Corporation for the delivery of six further reloads of TVS-2M nuclear fuel. The contract also included the sale of “zirconium components needed for the Chinese manufacture (at Yibin Nuclear Fuel Component Plant) of UTVS fuel,” which will then be used for the 6th fuel reload of Tianwan Units 1 and 2. [7] Delivery of the Russian TVS-2M fuel is scheduled to take place by 2014. [8]

Tianwan’s Phase II construction will be constructed through a Sino-Russian bilateral arrangement between Atomstroyexport and Jiangsu Nuclear Power Corporation (JNPC). JNPC will be tasked with the design and supply of non-nuclear components and equipment for Units 3 and 4. [9] In June 2012, Russia and China signed a protocol for cooperation on constructing Phase II of the Tianwan Nuclear Power Plant. According to the Russian counterpart, construction will begin in late 2012. [10]
